Context

Energy Minister Ed Miliband and the UK delegation are refusing to support the Belém Action Mechanism (BAM). The BAM is the key tool to enable countries to work together in implementing a just transition that works for everyone. It’s the only solution that will provide a coordinated, equitable and multi-sectoral shift away from fossil fuels whilst respecting the needs of local communities, indigenous peoples, women, and youth.

Without the BAM, a transition may only benefit the few, making COP30 the latest in a long line of ineffective climate conferences.

Yet, at COP30, the UK government is refusing to support the mechanism out of fear that BAM will be used to weaken the 1.5 ambition and create a new, unnecessary funding stream. This is a lie. Without the BAM, climate ambition for a just transition will wither away behind closed doors. BAM is the only solution that will provide a coordinated, equitable and multi-sectoral shift away from fossil fuels.
